1. Management System
・to do prompt decision-making and swifter operations of the faculty
・to smooth the relationship between the faculty meeting and the executive organization by holding steering committee meetings and faculty meetings for the Heads of Chairs in order to assist the dean
・to reorganize all meetings in the faculty

2. Teaching Staff Personnel
・to maintain the advertising system to employ teaching staff
・to select candidates who can teach in a doctoral course as well as a master’s course

3. Education and Research Organization
・to consider the reorganization of the nationwide teacher-training schools, and reorganization and unification of the faculties and the integrated graduate school

4. Improving the Grade and Diversity of Educational Research in the Graduate School
・to focus on retraining the present academic staff
・to set up four courses in the graduate school which working people can enroll for (1) one-year course (2) a course extend over a year (3) evening classes and (4) a correspondence course
・to reorganize the research system taking account of the integrated graduate school to include three professional fields and a combined graduate school including the more professional fields in the educational faculties

5. Promotion of Relationship with the Local Communities and Institutions
(1) Counseling at Educational Clinic

・to employ a full-time instructor for an Educational Clinic in the Center for Educational Research and Training
・to promote the system of the counseling from the local communities

(2) Support of Lifelong Study

・to support lifelong study in the local communities with the specific characteristic of the faculty that has professional and talented teaching staff in the field of liberal arts, science and art
・to set up a supporting system

(3) Foundation of Prefectural Meeting of Education (provisional name)

・to found the meeting in corporation with the Prefectural Board of Education and to improve the faculty in order to meet the needs of the communities

(4) Teaching Practice at Public Primary and Junior High Schools

Practices at only the attached institutes may not be enough to cope with the educational problems under the present circumstances. As a plan of teaching practice at the public schools seems difficult to realize, it is now under discussion with Prefectual Education Agency.

(5) Foundation of Research Center of Teaching Materials

・to collect teaching materials, pigeonhole, provide the materials demanded by the school teachers and to work as the base of the practical research

6. Attached Schools
(1) The researches as to the following issues are carried out in order to fulfill our responsibility as the core of primary and secondary schools in the community.

(b) how to manage a combined class of more than one grade
(c) consistent education from the kindergarten to the junior high school
(d) how to make a distinctive school

(2) The attached schools function as the places of re-education and training of the current school teachers.
(3) The school for the intellectually handicapped is established in Bunkyo area so that handicapped students can pursue their studies and school life in a regular environment with other students.
